Engr. Abdullatif bin Abdulmalik Al-Sheikh, Minister of Municipal and Rural Affairs has issued a circular to municipalities for authorizing hydrological studies before starting the authorization procedures of residential schemes within the urban boundary in cities and provinces and properties’ expropriation, with taking into account the conservation of natural streams in valleys, so as to ensure the authorization of these schemes in a period not to exceed 60 days.
Directions of His Highness included the procedure of preparation ,authorization and revision of hydrological studies according to technical mechanisms and conditions and revision schedules, and limiting the acceptance of hydrological studies on qualified consulting hydrological offices ,which have good experience in that field, with the acceptance of offices applications that wish to work in this field ,and raising these requests to the Technical Affairs Agency in the ministry to study them and make sure of the potential of these technical offices to carry out hydrological studies.
His Highness also directed municipalities to coordinate with Plots and Spaces agency in ministry, to provide them with topographical ,contour and satellite maps of locations schemes, to be studied and to estimate the conflict extent with the valleys streams and banks in schemes, and providing the Technical Affaires Agency in Ministry with hard and electronic copy of any authorized hydrological study.
Instructions also included commissioning the municipalities by developing the available technical alternatives for cases of rainwater and torrents drainage issues in schemes, and cases of expropriation ,as well as the cost of each alternative and choosing the most appropriate alternative technically and financially through a full outline technical studies, and the emphasis on engineering and consultation offices to investigate accuracy in both the preparation of hydrological study or study revision, and having full responsibility for any damage might happen as a result of any fault in the study according to the consulting engineering services contract issued by the Experts Authority in the cabinet.
