The Government Tenders and Procurement Law and its executive regulations were issued to regulate public procurement. The Electronic Government Procurement System - Etimad Portal

Launched in 2018, the Etimad platform was established to unify and streamline government tenders and procurement processes. It enhances transparency, increases the number of suppliers, and improves the quality of government projects. The platform enables a fully digital procurement process, from tender announcements and purchase of bid documents to proposal evaluations and awarding contracts.

• Tender Viewing Service: Allows registered suppliers, government entities, and individuals to access detailed information about tenders online.

• Future Tenders Service: Provides suppliers with insights into upcoming tenders planned by government entities.

• Tender Documents Purchase Service: Enables registered suppliers to purchase bid documents and specifications for published tenders.

• Inquiries and Responses Service: Allows government procurement departments to receive and respond to supplier inquiries electronically.

• Tender Submission and Application Service: Enables suppliers to submit their bids electronically for the published tenders.

• Tender Status Tracking Service: Allows suppliers and contractors to track the status of their submitted bids and monitor competition updates.

• Tender Award Results Service: Facilitates the awarding process by allowing government entities to select the winning bid efficiently.

• Bills Financial Claims: Allows suppliers to submit invoice claims electronically without the need for physical visits to government offices.

• Direct Purchase Invitations Response Service: Enables registered suppliers to accept or decline direct purchase invitations from government entities.

• Vendors List Management: This service enables government entities to group suppliers into specific categories, facilitating direct invitations and streamlined communication.

Steps for Submitting Tenders and Procurement Offers for Riyadh Municipality via the Etimad Platform

1. Go to website Etimad WebSite .

2. Select Tenders, then click Search.

3. Select the Government Entity Name: Riyadh Municipality.

4. Click (Submit Offer), then click Next.

5. Attach the required files, then click Next.

6. Click Approve and Submit the Offer.

7. Review the Acknowledgment and Commitment, then click Submit.

2. Select (Tenders), then click (Search).

3. Click the (Advanced Search) icon.

4. From the Government Entity Name dropdown, select Riyadh Municipality.
