1. The beneficiary (citizen) submits a request to complete a land grant area via the Riyadh Municipality?s e-services portal, with identity verified via the National Information Center (Yaqeen service). 2. Review the request in the Grants Data Department and confirm its compliance with grant procedures. 3. The Grants Execution Committee initiates the grant procedures once ready land plots are available. 4. The Grants Committee selects grantees eligible for the lottery from those with completed data and forwards them to the Grants Procedures Department for compliance verification. 5. The Grants Procedures Department reviews the selected names to ensure compliance with grant terms. 6. The Grants Procedures Department uploads the maps received from the Geographic Information Center to the lottery system. 7. The Grants Procedures Department verifies the accuracy of the uploaded maps and selected names, ensuring the lottery can proceed. 8. The Grants Execution Committee sets the date and location for the public lottery. The system sends an SMS to participants? mobile phones. 9. The Grants Execution Committee conducts the public lottery in the presence of selected participants. 10. The Grants Procedures Department uploads the lottery results to the grants system. 11. The Grants Procedures Department automatically divides the results into allocation batches (up to 260 plots per batch) and sends them electronically to the Ministry of Municipal and Rural Affairs via the grant verification service. 12. The Ministry?s feedback is received automatically via the verification service. The Grants Procedures Department makes necessary adjustments if required. 13. The Grants Procedures Department prepares the allocation decision. 14. The allocation decision is approved by the Mayor of Riyadh. 15. Pay the fee for the increased area (if applicable) through the SADAD service. 16. Beneficiary data/documents are automatically sent to the Notary Public via data exchange with the Ministry of Justice. 17. The Notary Public issues the beneficiary?s property deed and sends it electronically to the Riyadh Municipality.
