The Kingdom of Saudi Arabia highlights its efforts in caring for people with disabilities and ensuring their rights through prevention, care, and rehabilitation programs. This framework includes legal protection, health and social care, equal access to education, and initiatives in employment, mobility, public facilities, sign language support, housing, and mobile services.
Saudi Arabia’s government is committed to ensuring a dignified life for all residents—citizens and expatriates alike—while addressing the needs of various groups, including people with disabilities. Disability is defined as a total or partial impairment in physical, sensory, intellectual, communicative, educational, or psychological abilities that restricts daily life activities compared to others.
The Kingdom continues to enhance services for people with disabilities and the elderly in line with global best practices, supporting their independence and integration into society. For more information, visit the National Platform for Government Services.
Riyadh Municipality seeks to strengthen the rights of people with disabilities and provide an inclusive environment that enables them to benefit from municipal services with ease. In this context, the Municipality has launched several initiatives to empower this group and enhance their engagement with the local community, including:
“Appointment with an Official in Sign Language” Initiative
A program that allows beneficiaries with hearing disabilities to request a sign language interpreter to facilitate communication with officials.
“Let’s Learn Sign Language Together (Municipal Dictionary)” Initiative
Based on statistics about hearing impairments, Riyadh Municipality introduced this initiative to empower all groups to benefit from the services it provides to residents and visitors of Riyadh.
“Dewaniyat Al-Ghaleen” (Community Spaces for People with Disabilities)
Specially designated areas for gatherings of people with special needs. These spaces are suggested based on specific criteria, including medical information on physical or intellectual disabilities, to ensure appropriate accessibility.
