2025-10-05His Highness Prince Dr. Faisal bin Abdulaziz bin Ayyaf, Mayor of Riyadh, has issued a series of administrative decisions appointing the Chief Executive Officers and Deputy CEOs of the five operational sectors newly established under the Riyadh Municipal Transformation Program. These appointments aim to advance the program’s objectives, enhance service efficiency, and improve overall quality across the capital.
The decisions included the appointment of Khalid bin Suleiman Al-Ruwayshed as CEO of the Central District, with Mohammed bin Ibrahim Al-Siyari as his deputy; Bandar bin Abdullah Al-Harbi as CEO of the Eastern District, with Khalid bin Abdulaziz Al-Omairi as his deputy; Abdullah bin Abdulmohsen Al-Madhi as CEO of the Western District, with Khalaf Al-Dulbahi as his deputy; Mohammed bin Abdullah Al-Rubaiah as CEO of the Northern District, with Abdulaziz Ahmed bin Aqeel as his deputy; and Falah bin Abdullah Al-Dosari as CEO of the Southern District, with Haya Abdullah Al-Madhi as his deputy.
Additionally, His Highness issued administrative appointments for General Directors within the operational sectors. In the Central District, Ibrahim Abdulaziz Al-Bakri was appointed General Director of Inspection, Saad Abdullah Al-Dosari as General Director of City Development, Majid Abdullah Al-Subaie as General Director of Infrastructure, and Faisal Shaim Al-Enezi as General Director of Environmental Sustainability.
In the Eastern District, Anis Zamil Al-Barkati was appointed General Director of Inspection, Yousef Saleh Al-Zahrani as General Director of City Development, Mohammed Yahya Al-Qahtani as General Director of Infrastructure, and Naif Ibrahim Al-Issa as General Director of Environmental Sustainability.
In the Western District, Naif Ibrahim Al-Subaie was appointed General Director of Inspection, Ma’na Mohammed Al-Fahd as General Director of City Development, Manie Saleh Karhan as General Director of Infrastructure, and Qais Jamil Al-Otaibi as General Director of Environmental Sustainability. In the Northern District, Mohammed Suleiman Al-Yousef was appointed General Director of Inspection, Turki Ahmed Al-Zahrani as General Director of City Development, Zamil Awad Al-Shammari as General Director of Infrastructure, and Osama Hamad Al-Duailej as General Director of Environmental Sustainability. In the Southern District, Majid Ghanem Al-Mutairi was appointed General Director of Inspection, Sultan Mohammed Baouzir as General Director of City Development, Nemer bin Qaz’an bin Shalwah Al-Otaibi as General Director of Infrastructure, and Yahya bin Musa Atiq as General Director of Environmental Sustainability.
In the same context, His Highness also issued decisions appointing General Directors of the newly established “Madinty” Offices the first point of contact with residents for service delivery and community engagement.
The appointments included:
Khalid Ibrahim Suleiman Al-Dheeb (Al-Ha’ir Office), Mohammed bin Ali Al-Asmary (Okaz Office), Abdulrahman Ibrahim Abdullah Al-Ajlan (Qurtubah Office), Bandar Bukhait Saadi Al-Zahrani (Al-Mugharizat Office), Taghreed Abdulatif Abdullah Faqih (Dhahrat Laban Office), Meshari Awad Radi Al-Enezi (Tuwaik Office), Abdullah bin Mohammed bin Abdullah Al-Suwailem (Al-Mansourah Office), Bandar Fahd Bilal Al-Kuraidis (Al-Maathar Office), Khalid Mohammed Hamad Al-Qahtani (Al-Khaleej Office), Lamia Nasser Fahd Al-Bakr (Al-Aqiq Office), Abdullah Saud Al-Talasi (Al-Nafel Office), and Abdullah Nafe Thunayan Al-Shammari (Al-Salam Office).
These decisions mark another milestone in completing the framework of the Riyadh Municipal Transformation Program, which seeks to strengthen institutional performance, enhance the efficiency of operational sectors, and activate the role of “Madinty” Offices. The initiative aligns with Saudi Vision 2030 and the Riyadh Municipality’s mission to build a sustainable city that elevates service quality and empowers national talent to drive urban excellence.
